This was a settlement fine, by the way. They neglected to tell the FEC that they had redesignated an election account to a recount account, one that raised $11 million and spent $13 million.

That's a nice trick. Are we to understand that the account had at least $2 million in it when the account was redesignated? Sounds like the Bush-Cheney campaign dodged a really bullet with their guilty plea.
